The city of Vladivostok, hosting the Congress, is the strategic heart of the Far East and the transformation center of the maritime sector. Ice-free ports and the Trans-Siberian Railway, access to the Northern Sea Route allows to create here a high-capacity, integrated transport ecosystem. This place serves for establishment of new maritime corridors, expansion of connections with Asia-Pacific countries, and strengthening of the economic sovereignty of the country. Therefore, Vladivostok is the natural venue for the maritime community to meet together.

The Congress organizers carry out remarkable work in forming a large-scale, professional, and inspiring platform. We consistently support this event and are delighted to note that it promotes new ideas and joint projects.

The Register will be represented by a wide international delegation of specialists from our Head Office in St Petersburg, the Far Eastern Branch Office in Vladivostok, and our Branch Office in China. The "Maritime Congress – Far East" offers an excellent occasion for open dialogue where the Register traditionally takes an active position. By a pleasant coincidence, the days of the Congress overlap with the celebration of 100^th anniversary of the Far-Eastern Marine Research, Design, Survey and Technology Institute (FEMRI), which became a subsidiary of the Register in 2025. Established a century ago, FEMRI has been forging engineering solutions that have guided the development of maritime infrastructure, ports and shipbuilding in the Far East and the Arctic region. Its contribution cannot be overstated. We have seized the opportunity to combine the celebration with the major industry forum of the region. I invite you to join the business session "100 Years of FEMRI (DNIIMF). 100 Years of Engineering Solutions", which will be held on 28 May (17:00 – 18:30) in "Sredniy" Hall.

The debut Maritime Congress in 2024 proved its relevance and practical significance. Vladivostok has established itself as a platform where new business ties are forged, cutting-edge technological solutions are discussed, and the foundations for long-term cooperation are laid. This year, the event reaches a new level, hosting even more delegates from across almost the whole of Russia. We also extend our gratitude to our international partners for their trust and readiness for joint work.

The Far East is home to the country’s largest shipbuilding capacities; port infrastructure is being actively modernised, and the network of domestic and international routes is expanding. Of particular importance is the formation of the eastern sector of the Northern Sea Route as part of the future Trans-Arctic Transport Corridor, which has the potential to radically transform the logistic map of Eurasia.

Personnel training remains a key priority. The maritime industry requires a new generation of highly qualified specialists; therefore, a significant role in the business programme is dedicated to education, the interaction between business and universities, and the establishment of a sustainable system for professional growth.

The “Maritime Congress – Far East 2026” is more than just an event; it is a comprehensive ecosystem for the all-round development of the industry. It is here that approaches to modernising shipbuilding and port infrastructure are shaped, the prospects of international maritime corridors are discussed, and effective solutions in logistics, digitalisation, and shipping safety are developed.

To date, FSUE “Rosmorport” operates a fleet of more than 300 vessels, facilitating operations in 58 of Russia’s 61 seaports. We continue the systematic replenishment of our fleet: modern port tugs and environmental fleet vessels are currently under construction specifically for the needs of the Far Eastern region.

Among our priority projects in the Far Eastern Federal District are the infrastructure development of the Seaport of Korsakov and the large-scale reconstruction of onshore facilities for the Vanino–Kholmsk ferry link. We attach particular importance to technological sovereignty: last year, the easternmost Vessel Traffic Service (VTS) — VTS Petropavlovsk-Kamchatsky — was migrated to domestic software. Work on software import substitution at other Far Eastern VTS facilities continues at a brisk pace.

Within the framework of the “Maritime Congress”, a dedicated FSUE “Rosmorport” lounge area will be available for guests and participants. Here, one may rest between business programme sessions, discuss pressing agenda items, and familiarise oneself with the enterprise’s prospective projects.

The lounge area will broadcast videos dedicated to our key fields of activity — dredging, icebreaking operations, and the organisation of sea trials on sailing training ships. Furthermore, the enterprise's own proprietary development will be presented: autonomous light-optical apparatus for aids to navigation. This technical solution, utilising domestic materials, will facilitate the uninterrupted operation of the enterprise’s navigational and floating warning signs to ensure the safety of navigation in port waters.

RS views the Maritime Congress in Vladivostok as a platform to strengthen its brand image and promote a culture of safety. A key highlight will be the anniversary celebration of its subsidiary — the Far Eastern Scientific Research, Design, and Technological Institute of the Maritime Fleet (DNIIMF), which marks its 100th anniversary this year.

For the "Maritime Congress — Far East 2026," RS is creating a specially designed guest area where attendees can hold negotiations in a relaxed and comfortable setting, receive consultations about RS and DNIIMF services, learn more about the leading scientific and design institute of the Far East, or simply unwind.

On May 28, the business session "100 Years of DNIIMF: 100 Years of Engineering Solutions" will take place, bringing together invited experts to discuss current trends in the development and modernization of maritime ports, the design of new ships and vessels, ship repair, maritime safety, and other pressing topics.

At the region’s premier industry event, the United Shipbuilding Corporation (USC) will serve as the organizer of several key business activities. The agenda will focus on cutting-edge topics such as the development of digital twin technologies, the use of artificial intelligence and machine learning in the design and operation of maritime equipment, a dedicated conference on marine robotics, as well as workforce development and educational standards.

USC will also host a roundtable discussion on the production system of Russia’s shipbuilding industry.

As part of the exhibition supporting the Congress, an exclusive zone titled "Far Eastern Competence Center of USC" will be showcased. This area will be located in Building A of the Far Eastern Federal University campus on Russky Island.

Additionally, USC is currently finalizing a program for signing cooperation agreements with regional authorities and several companies aligned with USC’s operational focus.

The plenary session titled "The Far East — Russia's Maritime Gateway: A New Transport Framework, Industrial Growth, and Global Routes" will bring together high-ranking officials from federal agencies, governors of Far Eastern regions, top executives of shipping and shipbuilding companies, as well as representatives from development institutions and the financial sector. Among the invited participants are Yuri Trutnev, Deputy Prime Minister of the Russian Federation and Presidential Plenipotentiary Envoy to the Far Eastern Federal District; Oleg Kozhemyako, Governor of Primorsky Krai; Anton Alikhanov, Minister of Industry and Trade of Russia; Andrey Nikitin, Minister of Transport of Russia; Alexey Chekunkov, Minister for the Development of the Far East and the Arctic; and Vladimir Solodov, Governor of Kamchatka Krai.

One of the key topics of discussion will be the practical implementation of the Trans-Arctic Transport Corridor concept. By integrating the Northern Sea Route, Siberian rivers, and railway networks, this corridor opens up fundamentally new opportunities for Russia's integration into the logistics chains of the Asia-Pacific region.

The agenda will also address critical industry and national priorities, such as expanding shipbuilding capacities to support cargo operations, a roadmap for increasing the macroregion's port capacity by 115 million tons by 2030, and a new model for northern deliveries. Another significant topic will be the implementation of the Russian President's directive to fully fund river maintenance and dredging operations starting in 2026.

Special attention will be given to innovations and technological solutions aimed at enhancing the efficiency and safety of the maritime industry, the adoption of digital platforms for logistics and shipping management, tools for attracting private investments into infrastructure projects, and the Far East's role in global trade networks. Experts will also address pressing issues related to workforce development in the maritime sector.

The Organizing Committee of the "Maritime Congress — Far East 2026" is actively developing the business program for the upcoming event, which will take place from May 27 to 29 in Vladivostok. The delegation of the NWFC will be headed by the Executive Director Sergey Nesvetov. He will take part in thematic events dedicated to the development of the fishing fleet. In particular, on the first day of the Maritime Congress, a strategic session "Far Eastern Fishing Fleet: regulation and development prospects" will be held, as well as a round table where experts will discuss the first results of the implementation of state support measures to increase the volume of fish products delivery along the Northern Sea Route.

The NWFC considers the venue of the Maritime Congress as an effective platform for dialogue. Sergey Nesvetov, for his part, attaches great importance to cooperation in the development, production and sale of high-tech industrial products, as well as the introduction of innovative solutions for the shipbuilding industry.

The North-West Fishing Consortium is a large Russian professional partnership of the Northern Fishing Basin, which unites 14 companies engaged in catching crabs and fish, as well as in processing and wholesale of the resulting seafood. The NWFC has one of the largest fishing fleets in the Northern Basin. More than 20 mining and auxiliary ships regularly sail to sea. The consortium currently has specialized crab and fishing factory vessels at its disposal, as well as transport ships engaged in delivering catch to shore. At the same time, the NWFC is actively investing in the construction of new vessels – among Russian customers, the Consortium is the leader in targeted investments in the renewal of the fishing fleet. Significant funds are also allocated for the modernization of the existing fleet and the construction of coastal infrastructure.

For the first time, Vladivostok is hosting the Maritime Congress, which will bring together the largest market participants in maritime and river transport, shipbuilding and shipping from different regions of Russia and foreign countries – all those who are interested in developing cooperation with Far Eastern enterprises, not in word, but in deed. On behalf of the Government of Primorsky Krai, which acts as a co-organizer of such an important event for the industry, we are pleased to welcome the delegates of the Сongress in the hospitable Far Eastern land! 

The Far East is invariably among the leaders of the shipbuilding industry in Russia. It is here that the country's only large–tonnage shipbuilding shipyard, “Zvezda” Shipbuilding complex, is located, where Aframax-type oil tankers equipped with a dual-fuel propulsion system, reinforced ice-class gas tankers are being built, and work is underway on the world's most powerful “Leader” nuclear icebreaker. Today the shipyard demonstrates the highest technologies, and we are rightfully proud that such a complex was created here, in Primorye region, by the order of the Russian President Vladimir Putin.

Other enterprises, including those belonging to the structure of the United Shipbuilding Corporation, are successfully operating in the region. All of them are actively integrated into the all-Russian production and technological chains. Therefore, it is of particular importance to strengthen interregional ties and search for new suppliers, including abroad, which is largely what the “Maritime Congress – Far East” is aimed at. 

The transit trade routes between Europe and Asia go through our region. The Far Eastern basin accounts for more than a quarter of Russian seaports cargo turnover. Every second container in the country is transshipped through the ports of Primorye. And the role of the Far Eastern Federal District in the light of Russia's general focus on the East is only growing. This opens up new opportunities for mutually beneficial cooperation.

Every year we confirm the status of Russia's eastern gateway to the countries of the Asia-Pacific region, and follow the course outlined by the president. We support a favorable investment climate and see positive results of the efforts made. The official delegation of the Russian Maritime Register of Shipping federal autonomous organization will be headed by Sergey Kulikov, Director General of the classification Society. The delegation will include the heads of key areas of the Register, as well as representatives of the Far Eastern branch of the Register of Shipping. They plan to participate in the plenary session and more than a dozen thematic sessions, including in the capacity of speakers. In addition, the stand of the Russian Maritime Register of Shipping will be presented at the exhibition of the Congress venue, where it will be possible to get acquainted with new projects in which the RS participates and discuss cooperation issues.

The Russian Maritime Register of Shipping dates back to 1913 and operates in all areas of the maritime industry. The main objectives of the RS are to ensure safe navigation of ships and reliable transportation of goods by water transport, the development of measures and standards aimed at preventing environmental pollution.

Currently, the Register is involved in the development of innovative cryogenic tank containers and a container for bulk cargo, which will be able to be operated in ports that are not fully equipped with the capacities of specialized bulk terminals. Also, the RS took part in the implementation of the project aimed at creation of a tank container with a receptacle made of polymer composite materials (PCM) for the transportation of dangerous goods. Amendments to the International Maritime Transport Code, developed with the direct participation of the Register, entered into force on January 1, 2024, which ensured the admission of such containers to the international maritime transport market. Further prospects for the development of the project are related to the development of international requirements for service container equipment made from PCM, which is also being conducted with the participation of RS specialists.

The delegation of Gazprom Fleet LLC will be headed by its CEO Yuri Shamalov.
More than 30 specialized professionals will take part in the work of the Maritime Congress in Vladivostok.

The Gazprom Fleet Shipping Company operates floating drilling rigs and specialized vessels for various purposes, and organizes and maintains onshore support bases. The company's fleet includes modern floating equipment capable of performing a wide range of work, including logistical tasks and functions to ensure maritime operations for the needs of Gazprom PJSC, while the ships are also available for chartering.

Since its creation, Gazprom Fleet has operated several dozen floating equipment. Currently, these are floating drilling rigs, gas carriers, floating regasification plant, transport and towing vessels, research, crane and passenger vessels. In particular, in 2023, the tugboat Vityaz was commissioned, designed to ensure the safe maneuvering of large vessels in ports, cargo handling, mooring and towing operations. In addition, Gazprom Fleet LLC carries out design and construction orders for Gazprom, supervises the progress of work performed, as well as acceptance of new vessels.

The Congress will be attended by a representative delegation of the Zvezda Shipbuilding complex consisting of more than 50 persons.
The heads of the Zvezda Shipbuilding complex will take part in the official events of the Maritime Congress in Vladivostok and deliver speech at the sessions of the business program. As part of the exhibition, a large-scale stand with an area of more than 150 square meters will be presented, where one can get acquainted with the latest technologies of large-tonnage shipbuilding. Contractor's Day will also be held on the basis of the Zvezda Shipbuilding complex, and excursions to the production facilities of the shipbuilding complex will be organized for the Congress delegates. 

Zvezda Shipbuilding complex is the only large–tonnage shipbuilding shipyard in Russia. It is being created in the city of Bolshoy Kamen in Primorsky Krai on by the order of the Russian President Vladimir Putin. Its capacities allow assembling vessels from blocks weighing up to 3,500 tons, which is 6 times bigger than the existing capabilities of other Russian plants. The company also features a high degree of production automation. Thanks to all its advantages, Zvezda will provide Russia with the most modern civilian fleet for the development of northern fields and year-round navigation along the Northern Sea Route. 

The construction of the shipyard facilities is carried out in parallel with the production program implementation. In total, Zvezda's order portfolio includes about 60 civil vessels, and more than 20 vessels are under active construction. The volume of metal processing over 8 years of activity amounted to about 80.5 thousand tons, the total deadweight of orders was over 3 million tons. 

In particular, Aframax-type oil tankers equipped with a dual-fuel propulsion system are being built at Zvezda's facilities: the fifth vessel was handed over to the customer at the end of 2023. Also last year, a unique operation was carried out to remove two vessels from the dry dock at the same time – the "Valentin Pikul” first shuttle tanker of the ARC 6 reinforced ice class and ARC 7 class “Sergei Witte” LNG tanker. In addition, the shipyard is working on the “Leader” world's most powerful nuclear icebreaker. 

The FESCO delegation will be led by Andrey Severilov, Chairman of the Board of Directors of PJSC "DVMP" during its participation in the Maritime Congress on May 30-31, 2024.

FESCO representatives will take an active part in the events of the business programme of the congress dedicated to logistics and international relations. New projects of the Group will be presented at the stand. An excursion to the Vladivostok Commercial Sea Port (VCSP), which is part of FESCO, will also be organised for the congress participants.

By the end of 2023, the FESCO transport group has risen from 35th to 33rd place in the top 100 largest container shipping companies in the world, the rating compiled by the Alphaliner analytical agency. FESCO has taken a similar position in the top 50 global container lines of the Linerlytica analytical agency. It is noteworthy that FESCO remains the only Russian maritime carrier in the top 50 of the two ratings. The Group is growing both in terms of its fleet size and its total capacity. Last year alone, seven vessels were accepted into the fleet, including four new ones.

In 2023, the Vladivostok Commercial Seaport updated its own record for container turnover, having processed more than 859 thousand TEU. Thus, for four years in a row, the VCSP has been the leader in container turnover in Russia. Last year, two new specialised container yards were equipped at the VCSP, increasing the terminal's total capacity by more than 2,000 TEU. Work is underway to create a new covered inspection platform at the port, which will speed up and facilitate the cargo inspections for the Russian Federal Customs Service.
